Brown rice in Indonesia better known as the broken skin rice. What distinguishes brown rice or broken rice with white rice is the grinding process. In brown rice or broken skin rice, rice is only ground until only the outer layer (husk) is wasted. The underlying layer which is a good source of nutrition is still maintained. This layer is what makes brown.
